What matters for this project.
Both local FAQs identify retaining walls over 4 feet as requiring a permit and engineering. Cedar City measures from the footing bottom to the wall top; confirm the County's measurement method with its department.
A shorter wall is not automatically cleared. Utah's residential amendment also considers unbalanced fill, surcharge and design requirements. Nonstructural concrete flatwork has a City exemption, but structural concrete and right-of-way work are different.
