What matters for this project.
Cedar City's listed permit triggers include more than 200 square feet, more than one story, footings or a foundation, and installed utilities. Its accessory-building FAQ also directs owners to check zoning with the department.
Iron County describes a possible exemption at 200 square feet or less without electrical, plumbing or mechanical work. Zoning and other reviews still apply; do not treat a small building as permission for living or business use.
